Yeah, Kawasaki were always the "cheap and cheerful" marque of the Japanese big 4. Lovely bikes, but not durable (see: the 500 twin engine in the GPZ/EX etc that used to chew the cams through the head material sometimes, for example)
They absolutely were made to reduce the unsprung weight ... whether that makes a worthwhile difference on any non-competition bike is another matter entirely! On an RE which has heavy wheels and a chunky front tyre I think it's for looks ...

Yeah, under a cover and in a sensible place you can leave a bike outside in most parts of the world for a couple of years and then re-commission it without things being too horrible ... 5+ years outside with no protection and it's a lot of work, if at all possible.
I don't think I've ever had gaiters on a road bike, or ever had problems with pitting and rust even when riding on salted roads. Quite a few of my dirt bikes haven't had them either, and even enduro and MX bikes don't have them these days.
That being said, I've never lived near the seaside...
