Here is first of numerous mods on new '23 Scram 411. Will return to share the $22 fog lamps and switch as
wiring/clamp painting/positioning is in progress.

The RKR crossbrace or crossbar was easy to install and includes hex keys. $26 from Amazon US.
Search "Motorcycle Balance Bar Universal 22mm CNC Aluminum Cross Bar" from source N/W.
The part is well machined with good tolerance and available in different colors.

I had an Ebay cover arrive, though the picture showed original RE part, but the actual stamping was "For Royal Enfield"
so we know something is not quite the same, and I didn't like the thickness either to omit the cover.

There are two threaded holes on top for possible mounts.

I use a Red Cross CPR mini kit as the keychain and it fits under the bar.

Looks good. Educate the noobie: what is this for? Does it support the bar so it is stronger for riders who are standing offroad and putting more weight on the bar? Does it just make a longer flat bar section for mounting goodies? Is it something else entirely?

It can be for mounting parts or reducing handlebar vibration, but for me it's to strengthen the handlebar, along with grip protectors, during
advanced classes from bending the handlebar. I may put a waterproof port on the bar to power the phone via a quick release coiled cord.
