Whats this little bracket under the headlight for?

Besides a cool hidden spot for this "Royal Enfield" plate...is there any specific intended purpose for this bracket? Fog light mount? Mount a small tool roll/fork bag maybe?

It's a license plate holder for Indian Market.

Years ago I had a toll transponder zip tied in that spot on my 750 Nighthawk, the type that mounted above a car's front plate.

You think a small roll bag could go there? Or would that not be a wise idea to have it loaded with something like that on account of the weight or suspension?
